The City of Las Vegas engaged TaylorMade Software to modernize legacy Unisys COBOL mainframe applications across key city departments, including water and sewer billing, parking enforcement, business licensing, and GIS-based property systems.

Legacy COBOL logic was reverse-engineered and converted into robust Delphi applications running on IBM-compatible PCs, with Oracle databases hosted on Sun Solaris servers. PL/SQL replaced legacy batch routines, and new integrations enabled streamlined inter-department workflows.

The modernization resulted in faster performance, simplified maintenance, and significant cost savings for the City’s IT operations. GIS integration allowed enhanced visualization of plats and appraisal data using Oracle Spatial and custom Delphi modules.
